During the 2005-06 round of testing, 393 of 477 North Dakota schools passed all of their Adequate Yearly Progress requirements. The results were based on four major factors-test performance, 95% or higher participation rate in all student demographics, 93% attendance rate for all schools, and an on-time graduation rate of 73% or higher for high schools. Some schools were not able to be counted due to low enrollment.

North Dakota was ranked 20 out of 50 in the 2005-06 Smartest State rankings, based on Morgan Quinto's "Education State Rankings 2005-06", an annual reference book. Quinto based his rankings on 21 different factors, including student achievement, personal attention from teachers, and class size.

North Dakota budgeted nearly $260 million to public education-including over $500,000 for home-based education. Between 1990 and 2003, private school enrollment rose by over 1200 students. Not including federal funding for No Child Left Behind (NCLB) programs, North Dakota spends over $6700 per student enrolled.

Over half of North Dakota students attend "Title I" schools-schools designated by the No Child Left Behind act as schools needing to focus on improving test scores, and helping low-income students. Twenty seven schools in the 2006-07 school year (including public schools) received money specifically for before- or after-school programs to help students falling behind.
